This is interesting Jeff, have you read the work of Prof John Hattie on identifying the significant factors in student learning outcomes? His meta analysis suggests that class size (which I guess we could relate to schools within schools) doesn't make any difference to outcomes - and he suggests that this is because the nature of teaching doesn't change as a consequence. Similar to what you are identifying here perhaps
